clear differentiation between PR and Citizen

just read today's ST over lunch.

PM Lee gave a talk at NTU last night.

Foreign talents was the focus issue of the talk.

Singapore now has about 1 million foreign workers.

55% of them are transient workers, means they come and leave over a period of time.

the rest are PR and profession with higher qulification.

Singapore gvt has already taken measures to reduce inflow of foreign talents......mainly to smoothen the locals' protest.

and the gvt will also implement ways to differentiate citizens from PRs.
want ppl to join the citizenship for reasons and benefits.
