请指点:PR申请,70天被拒

如题,很郁闷.[em06]
不知道怎么办.信中是这样答复的:We regret to inform you that your application has not been successful as you have not met the residential requirement. You may wish to re submit another application for our consideration in 2 years time.In evaluating any application,we take into consideration all relevant factors, including change in residential period,financial as well as conduct.
我都不知道怎么办了,已经在新加坡3年了,薪水不到3000,第一次申请,上诉有用吗?请各位大虾指点一下!
