how to appeal for poly's tuition grant

my friend was not able to get tuition grant when he entered the poly...now he is in his first year of poly....he wants to appeal for the tuition grant...but he does not know how and whether he haas got any chance or not...could anyone tell me? thanks...welcome those with experience on it..thanks  thanks thanks
